**Definition of Classification**

Under supervision of the ECE Assistant Director, the Head Start/Early Head Start Center Manager will implement and oversee all components of a quality preschool or infant/toddler program by contributing to the success of the teaching team and adhering to all policies and procedures, while working to maintain compliance with all licensing and funding regulations.

**Description of Duties:**

**General:**

  1. Represent the agency in a consistently professional manner, always modeling a commitment to the agency’s vision, mission, and values.
  2. Promote and maintain a sense of teamwork between Early Education Services, other CAPC staff, volunteers, Board members, and other individuals relevant to the successful operation of each program.
  3. Develop and maintain mutually beneficial working relationships with other stakeholders to ensure support of the agency’s vision, mission, and values.
  4. Ability to work effectively with diverse staff, parents, children and community members.
  5. Maintain compliance and knowledge of all CAPC Policies and Procedures, funding and regulatory rules, and laws that apply to the program contracts and oversight agencies.
  6. Conduct and document regular check ins with staff to ensure they are supported and that areas of opportunity are addressed & corrected in a timely manner.
  7. Ensure staff are provided opportunities for training & development as it relates to their roles.
  8. Consistently model an expectation for strengths-based services and a commitment to a collaborative and positive work environment.
  9. Identify gaps & needs at assigned sites and work with Director to ensure appropriate solutions are implemented.

**Program Specific:**

  1. Program provides for the safety, health, and nutrition of children.

A. Ensure teaching staff are providing a safe environment according to Cal OSHA Guidelines (SB198), Licensing 22, Title 5 Regulations, and Head Start Performance Standards Keep accurate and updated emergency information, medication, allergies information and authorizations for treatment of all children.

  1. 1. Ensure teaching staff have completed required health and safety trainings that are a condition of employment and applicable certifications are renewed prior to due dates.
  2. Ensure teaching staff have been trained in CAPC health and safety policies and procedures.
  3. Implement and ensure the center’s plan for medical and disaster related emergencies is carried out according to (SB198) guidelines.
  4. Review supervision plans that are specific to site and classroom that include details on teaching staff responsibilities and zoning maps.
  5. Monitor the implementation of healthy practices within the classroom environment including universal health, changing diapers/clothing in a timely manner, and dispensation of authorized medications.
  6. Attend meetings, review health reports, input health information into ChildPlus, communicate with parents and ensure health requirements are compliant per Head Start standards.
  7. Monitor teaching staff implementation of food service support (serving and cleaning) for meals, snacks, and other activities according to CACFP policies.
  8. Ensure nutrition documentation on all children less than 12 months old is completed timely.
  9. Communicate all family updates to Early Education Program Manager, Teacher, and Associate Teacher.
  10. Program provides early education experiences and learning opportunities
  11. Oversight of quality lesson plans utilizing the Creative Curriculum that meet the physical, social, emotional, intellectual, health, and nutritional needs of each child.
  12. Monitor the documentation of children’s growth, conducted developmental screenings/assessments, and submission of paperwork/reports within specified time frames (e.g. 30, 45 and 90 days, etc.).
  13. Monitor individualization and education plans specifying developmental goals and activities in the environment and curriculum for each child, including children with disabilities.
  14. Assist teaching team to ensure a balance of child and adult-directed activities, independent, small and large group experiences are available daily.
  15. Monitor the implementation of program funding specific goals and objectives into the lesson plan curriculum.
  16. Ensure teaching teams are providing a curriculum that supports and encourages acceptance and respect of gender, culture, language, ethnicity and family composition.
  17. Program provides an interesting and varied physical environment
  18. Ensure teaching staff create and maintain well-organized interest areas that include blocks, dramatic play, toys and games, art, library, discovery, sand and water, music and movement, and outdoors.
  19. Utilize the appropriate Environmental Rating Scale instrument to measure quality in the classrooms.
  20. Ensure teaching staff provide outdoor curriculum that enhances children’s physical and social development by bringing all components of the indoor classroom to the outside.
  21. Ensure teaching staff provide an environment that supports and encourages acceptance and respect of gender, culture, language, ethnicity and family composition.
  22. Program promotes social and emotional growth
  23. Build positive relationships with children by having quality interactions as those described in the CLASS tool.

C. Ensure teaching staff has established a consistent daily schedule, predictable routines, and transitions that keep the educational flow moving from one activity to another.

  1. Perform administrative tasks
  2. Maintain and update licensing files and licensing board.
  3. Complete school visit monitoring and follow up in a timely manner.
  4. Oversee daily activities.
  5. Assist in preparing state and federal program reports.
  6. Supervise teaching staff and volunteers.
  7. Enforce agency early childhood program policies.
  8. Provide training and professional development for staff members.
  9. Meet with parents as needed.
  10. Resolve conflicts between staff and parents.
  11. Maintain records for staff attendance, meetings, and other program requirements.
  12. Ensure teaching staff follow personnel policies and initiate disciplinary procedures when applicable.
  13. Evaluate teaching staff annually and assist in planning professional development goals through mentoring.
  14. Monitor and approve staff paid time utilizing the established time keeping system.
  15. Monitor staff progress in documentation of case notes, observations, and assessments.
  16. Ensure completion of documents and records by teaching team is thorough and timely.
  17. Record statistics and file reports required by funding sources.
  18. Use agency electronic databases to document program information.
  19. Initiate, attend, and participate in CST and Parent Consultation meetings with teaching staff and families.
  20. Ensure all CST’s and parent consultations are completed with any follow up needed.

Ensure completion of the CST in a timely manner.

  1. 20. Ensure parent binders are up to date and accessible at site.
  2. Ensure attendance support plans are completed with the family.
  3. 5. Ensure site supply requests or mileage expenses are completed and turned in a timely manner.
  4. 23. Ensure all CCLD or internal unusual incident reports
