**About the Company**

The Arc Mercer is a trusted leader in providing comprehensive support and services for individuals with intellectual and developmental disabilities (IDD) across Mercer County.

The Arc Mercer is seeking an **HR Compliance Director** who will create and manage a **comprehensive compliance oversight system** that governs the entire HR lifecycle: recruiting, onboarding, training, employee relations, benefits, FMLA/leave, payroll, and timekeeping.

This role is responsible for building a **compliance accountability framework** that includes automated workflows, corrective‑action communications, data‑driven reporting, and enforcement measures. The Director will ensure that **data entering the HRIS is accurate and consistent**, and that **data exported from the HRIS produces actionable dashboards** for operational oversight and compliance monitoring.

Experience with Paycom is helpful, but **experience with any major HRIS** and the ability to learn quickly is what matters.

**Key Responsibilities**

**Compliance System Design & Build**

  • Design, Build, Operate, and Maintain a full compliance oversight system across all HR functions.
  • Create compliance checkpoints, workflows, documentation standards and accountability action items both inside and outside Paycom.
  • Develop automated communications for corrective action, follow‑up tasks, and compliance enforcement.

**Compliance Accountability Framework**

  • Establish clear compliance expectations for managers and frontline employees.
  • Build and enforce a system of accountability for compliance failures.
  • Ensure corrective actions are documented, tracked, and escalated when necessary.

**HRIS Data Integrity & Workflow Oversight**

  • Ensure all HRIS data is accurate, complete, and consistently entered.
  • Oversee data imports, exports, and integrations to support compliance reporting.
  • Maintain workflow logic, permissions, and audit trails within Paycom

**Reporting, Dashboards & Operational Oversight**

  • Build dashboards and reports that identify compliance gaps, overdue items, and risk areas.
  • Provide operational leaders with actionable compliance insights and follow‑up requirements.
  • Monitor trends and escalate issues that require intervention.

**Regulatory Compliance & Audits**

  • Ensure compliance with federal, state, and local employment laws (FLSA, FMLA, ADA, EEO, OSHA, ACA, NJ regs).
  • Lead internal audits of personnel files, I‑9s, E‑Verify, training records, timekeeping, and payroll classifications.
  • Prepare and submit required filings (EEO‑1, OSHA logs, ACA reporting, etc.).

**Cross‑Functional Collaboration**

  • Partner with Recruiting, Training, Payroll, Benefits, and Employee Relations to embed compliance into daily operations.
  • Develop SOPs and training materials that align with the compliance oversight system.
  • **Qualifications**
  • **Required**
  • 7+ years of HR experience with strong compliance responsibilities.
  • Hands‑on experience with a major HRIS (Paycom, Workday, ADP, UKG, Paylocity, etc.).
  • Demonstrated ability to build or manage compliance workflows and accountability systems.
  • Strong understanding of employment laws and compliance requirements.
  • Exceptional attention to detail and documentation accuracy.
  • Experience conducting audits, investigations, or compliance reviews.

**Preferred**

  • HR certifications (PHR, SPHR, SHRM‑CP/SCP, HRIP).
  • Experience building dashboards or compliance reporting tools.
