We are seeking an experienced Environmental Compliance Manager, Senior Environmental Compliance Specialist, or Senior Environmental Scientist with a minimum of 7 years of relevant environmental compliance experience. This position offers an exciting opportunity to support and expand our environmental compliance services while working with industrial, municipal, and construction clients throughout Texas and across the United States.
The ideal candidate is a self-motivated environmental professional with strong technical expertise, excellent client relationship skills, and experience managing multiple environmental compliance programs. This individual will serve as a trusted advisor to clients, ensuring compliance with federal, state, and local environmental regulations while providing practical, cost-effective solutions.
**Responsibilities**
- Develop, implement, and maintain environmental compliance programs for industrial, municipal, and construction clients.
- Prepare and maintain:
- Construction Stormwater Pollution Prevention Plans (SWPPPs)
- Municipal Stormwater Quality Management Plans (SWQMPs)
- Spill Prevention, Control, and Countermeasure (SPCC) Plans
- Stormwater Management Programs (SWMPs)
- Manage compliance with Texas Commission on Environmental Quality (TCEQ) stormwater permitting requirements, including:
- Municipal Separate Storm Sewer System (MS4) permits
- Multi-Sector General Permit (MSGP)
- Construction General Permit (CGP)
- Develop and oversee Stormwater Pollution Prevention Plans (SWPPPs), including inspections, maintenance, and regulatory compliance.
- Implement and evaluate Best Management Practices (BMPs) for stormwater and environmental compliance.
- Prepare and manage air permitting applications and environmental air compliance programs, including:
- TCEQ air permitting
- Emissions inventories
- Regulatory reporting
- Air compliance inspections
- Conduct environmental compliance audits and prepare clients for regulatory inspections.
- Coordinate with regulatory agencies and prepare required environmental reports and documentation.
- Provide environmental compliance guidance and strategic support to clients.
- Manage multiple client accounts and projects while maintaining schedules, budgets, and high-quality deliverables.
- Identify opportunities to expand environmental compliance services and support business development efforts.
- Mentor junior staff and contribute to technical excellence across the environmental team.
## Qualifications
**Education/Licensure**
- Bachelor's degree in Environmental Science, Environmental Engineering, Biology, Chemistry, Natural Resources, or a related field.
- Professional certifications such as Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Stormwater Quality (CPSWQ), or similar environmental certifications.
**Experience**
- Minimum of 7 years of progressively responsible experience in environmental compliance consulting, industry, or government.
- Demonstrated experience with:
- Construction SWPPPs
- Municipal SWQMPs
- SPCC Plans
- TCEQ stormwater permitting (MS4, MSGP, CGP)
- Stormwater Management Program (SWMP) development and implementation
- SWPPP development and maintenance
- Best Management Practice (BMP) implementation
- Air permitting and environmental air compliance
- Emissions inventories and regulatory reporting
- Environmental inspections, audits, and regulatory compliance
- Strong understanding of applicable EPA and TCEQ environmental regulations.
- Excellent technical writing, organizational, and communication skills.
- Ability to manage multiple projects and competing priorities.
- Valid driver's license and willingness to travel to client sites as needed.
**Preferred Qualifications**
- Professional certifications such as Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Stormwater Quality (CPSWQ), or similar environmental certifications.
- Experience managing environmental compliance programs for industrial facilities and municipalities.
- Experience leading multidisciplinary projects and client teams.
- Existing relationships with industrial, municipal, or governmental clients.
- Experience supporting business development, proposal preparation, and client growth initiatives.
