Senior Manager / Manager (Performance and Talent Management)

About The Role
You will be a key member of the performance management team to implement MDDI’s performance management framework to ensure a fair and rigorous performance assessment process. You will also support talent management initiatives to facilitate the development of talents. This role will primarily drive performance and talent management initiatives for MDDI’s workforce.
- Performance Management
- Develop and review internal performance management guidelines within the ambit of the Civil Service’s performance management framework, to ensure fair, rigorous and consistent application of performance management principles
- End-to-End implementation of the annual Ranking and Promotion exercise, from the preparation of ranking data, facilitation of ranking discussions and submission of papers to Personnel Boards
- Provide advice to divisions on appraisal, ranking and performance management matters
- Perform simulation of Performance Bonuses (PB) and administration of PB payouts
- Administer the annual Merit Increment and Promotion Increment exercise.
- Talent Management
Talent Data and Dashboard
- Maintain internal talent database to ensure it serves as a single source of truth for workforce data across the MDDI Family, including performing data reconciliation, resolving data discrepancies, and ensuring all talent metrics and records reflect the most current and accurate information.
- Design and develop an internal talent dashboard by working closely with HR Business Partners and People Analytics teams to identify key talent metrics and KPIs (e.g. headcount, attrition rates, skills gaps, high-potential identification, succession pipeline health), and integrating data from existing HR systems to build a consolidated, reliable data pipeline.
- Ensure the dashboard is intuitive and fit-for-purpose by building role-based access controls for different user groups (e.g. HR, line managers, senior leadership), iterating on design based on user feedback, and establishing governance processes for regular data refresh, quality checks, and compliance with data privacy policies.
Talent Secretariat for MDDI Family Meetings
- Serve as secretariat for the MDDI Family Talent Development Committee and HR Leaders meetings, managing end-to-end meeting logistics including scheduling, agenda preparation, documentation of minutes, and follow-up on action items to ensure timely closure of decisions made.
- Facilitate meaningful conversations and discussions on talent development across the MDDI Family by synthesising inputs from HR Leaders and senior stakeholders, surfacing key talent issues for deliberation, and translating committee decisions into actionable follow-through across member agencies.
We are in search of a self-motivated and adaptable individual who possesses the following experience, skill sets and traits:
- At least 3 – 5 years of HR experience in performance management and/or talent development
- Integrity and sound judgement in handling sensitive HR matters
- Strong analytical, communication and stakeholder management skills
- Proficient in MS office applications, especially Excel
- Meticulous, able to multi-task and deliver quality work within tight timelines
- Interest in leveraging technology and AI in HR processes
- Collaborative team player with strong sense of ownership and delivery focus
- Resourceful, proactive and comfortable operating in a dynamic environment
