**ASSISTANT DIRECTOR OF PUBLIC WORKS - STREETS & SOLID WASTE’s role within the big picture of the City’s overall success.**

Supports the Public Works Director in managing the Public Works Department, overseeing various divisions, projects, safety, and budget implementation.

**Essential functions include but are not limited to the following:**

  • **Management Support:**
  • Assist in preparing and implementing the departmental budget, developing policies, improving customer services processes, and overseeing daily operations in the absence of the Director.
  • Promotes partnership and public relations.
  • Acts as a resource and liaison to city departments.
  • **Divisional Oversight:**
  • Supervises the solid waste, streets, and drainage divisions to ensure operational readiness under direction of the Public Works Director.
  • Evaluate and identify needs across Public Works divisions, addressing operational, employee, equipment, safety, and program requirements for effective future planning.
  • Manages city wide fleet program including Public Works fleet.
  • Oversees contracts for assigned divisions.
  • **Personnel Supervision:**
  • Plans, prioritizes, schedules, assigns, and monitors work ensuring service quality levels are maintained.
  • Establishes work rules and performance standards, annual performance evaluations, and initiates and implements disciplinary actions as warranted.
  • Maintains a healthy and safe working environment.
  • Provides for the training and motivation of subordinates to make full use of individual capabilities and to meet changing system demands.
  • **Regulatory Compliance:**
  • Ensure compliance with TCEQ regulations for Stormwater; review and apply relevant laws and regulations.
  • Monitors existing policies, processes, and procedures to ensure citywide compliance.
  • Monitors and analyzes state and federal legislation and regulatory rulemaking to identify potential issues and prepare related correspondence to protect the City's interest.
  • **Resource Management:**
  • Reviews equipment needs and purchases equipment through bidding process with approval from the Director of Public Works.
  • Ensures that all materials and supplies required for ongoing operations and special projects are ordered and available as needed, maintaining inventory stock of frequently used and/or essential items.
  • **Budget Administration:**
  • Support the development of the Public Works Department budget by coordinating with team members, participating in capital projects, providing overall direction, and developing bid specifications for procurement.
  • **Project Management:**
  • Oversee technical projects by reviewing engineering and construction documentation, ensuring compliance with laws and ordinances, working with contractors, and documenting actions for City Manager and other City departments.
  • Contribute to the team effort by performing other related duties as assigned.

## Qualifications
**Education and Experience** – An equivalent combination of education, training and experience will be considered.
**Education**: Bachelor's Degree in a related field
**Experience:**4-5 years of previous relevant work experience is required.
**Supervisory:**2 years of previous supervisory experience is required.
**Certifications/Licenses**: Valid Texas Driver's License
