About The Role
Join Voi, a leading micromobility company, as a Tender Governance & PMO Manager. In this role, you will own the end-to-end tender lifecycle, working closely with various teams to ensure compliance with regulatory and operational requirements. You will lead pre-tender planning, establish PMO practices, coordinate cross-functional stakeholders, and maintain clear tender reporting. Additionally, you will lead post-tender reviews to strengthen governance documentation and compliance libraries. This position offers the opportunity to travel across Germany and be part of the micromobility revolution.
- Own the end-to-end tender lifecycle, from early market preparation and product demonstrations through compliance validation and final submission.
- Establish and run robust PMO practices across each tender, covering kick-offs, risk assessments, RACI frameworks, deliverables, quality reviews, clarification periods, and submission deadlines.
- Act as the internal authority on tender compliance, reviewing written and operational responses against local procurement rules and legal requirements.
- You are a highly organised and collaborative project leader who brings calm, clarity, and accountability to fast-moving work
- You can translate complex regulatory requirements into practical guidance, influence stakeholders without formal authority, and maintain a sharp focus on quality under pressure
- Excellent written and spoken English; additional European language skills, including German, French, Italian, or Dutch, are an advantage
- 6+ years’ experience in PMO, bid or tender management, or complex project management
- Proven experience applying PMO tools and methodologies, such as RACI frameworks, risk matrices, and milestone mapping
- A recognised project or bid management certification, such as PMP, PRINCE2 or APMP, is desirable
- Experience with public-sector procurement, B2G environments, mobility, or another highly regulated industry
- A Bachelor’s degree in Business Administration, Law, Engineering, Public Policy, or equivalent practical experience
- Strong knowledge of public procurement processes, regulatory frameworks, and compliance standards across international markets
