Job Summary
The Safety Officer is responsible for implementing, monitoring, and maintaining health, safety, and environmental (HSE) standards across facilities management operations. The role ensures compliance with local regulations, company policies, and industry best practices while promoting a strong safety culture among employees, contractors, and visitors.
Key Responsibilities
Health & Safety Management
- Implement and monitor HSE policies, procedures, and safe work practices.
- Conduct routine workplace inspections to identify hazards and ensure corrective actions are completed.
- Carry out risk assessments and Job Safety Analyses (JSA) for facilities management activities.
- Ensure compliance with applicable occupational health and safety regulations and company standards.
- Monitor contractor safety performance and verify adherence to permit-to-work (PTW) requirements.
Incident Management
- Investigate accidents, incidents, near misses, and unsafe conditions.
- Prepare incident investigation reports and recommend corrective and preventive actions.
- Track implementation of corrective actions and monitor effectiveness.
- Maintain records of incidents, injuries, and safety performance metrics.
Training & Awareness
- Conduct safety inductions for new employees, contractors, and visitors.
- Deliver toolbox talks, safety briefings, and awareness campaigns.
- Organize emergency response drills, including fire evacuation and first aid exercises.
- Promote continuous safety awareness and employee engagement.
Compliance & Documentation
- Maintain HSE documentation, permits, inspection records, and statutory compliance registers.
- Coordinate internal safety audits and support external regulatory inspections.
- Ensure safety equipment inspections and certifications are current.
- Prepare periodic HSE reports, KPIs, and compliance dashboards.
Emergency Preparedness
- Assist in developing and maintaining emergency response plans.
- Coordinate emergency drills and evaluate response effectiveness.
- Ensure emergency equipment, fire protection systems, and first aid facilities are operational.
- Liaise with emergency services and relevant authorities when required.
Facilities Safety Oversight
- Monitor safety during maintenance, construction, and renovation activities.
- Verify safe operation of electrical, mechanical, HVAC, plumbing, and building systems.
- Ensure safe handling, storage, and disposal of hazardous materials.
- Monitor housekeeping standards and ensure safe access and egress throughout facilities.
Qualifications
- Bachelor's degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- Professional certifications such as NEBOSH IGC, IOSH Managing Safely, OSHA 30-Hour, or equivalent are preferred.
- First Aid and Fire Safety certifications are an advantage.
Experience
- 3–5 years of HSE experience, preferably within facilities management, property management, construction, or building maintenance.
- Experience working with contractors, permit-to-work systems, and regulatory compliance.
- Knowledge of emergency response planning and incident investigation.
Technical Skills
- Knowledge of occupational health and safety legislation and international HSE standards.
- Experience conducting risk assessments and safety inspections.
- Familiarity with permit-to-work systems (Hot Work, Confined Space, Work at Height, LOTO, Electrical Isolation).
- Proficiency in Microsoft Office applications and HSE reporting tools.
- Ability to prepare technical reports and maintain compliance documentation.
