(Sr.) Procurement Manager, Lab Service

Essential Functions of the job: Procurement Section: Responsible for following global Procurement Policies and Procedures Responsible for the procurement of reagents, consumables, equipment and services in the R&D center. Responsible for the rental of animal facility and the purchase of experimental animals. Lead RFI / RFQ / RFP activities and make supplier selection recommendations based on commercial and technical requirements. Ensure leveraging of company global network equipment purchases when negotiating with suppliers in areas of Total Cost of Ownership (TCO), supplier management, and post-sale services. Find opportunities to reduce costs and increase efficiency to implement brand replacement Support Global Category Leads (GCLs) to develop and implement category strategies on global scale to achieve smooth implementation of category management and integrated procurement locally. Manage supplier relationship management (SRM) program with key and critical suppliers. Engage key stakeholders early in local sourcing processes to ensure Procurement is involved upstream in sourcing decisions via a “seat at the table” concept. Contract management including but not limited to negotiation and tracking etc. To provide strong supports for key/ high value procurement projects. Ensure that BeOne is in the position with most competitive commercial and service terms. Establish periodic business and quality reviews (BQR) with key suppliers to review ongoing supplier delivery performance, business scorecard, quality scorecard, and technical process improvements. Collecting industry information to understand marketing price of main materials and services. The information will be used for scientific decision of procurement department at company level. Collaborate with internal stakeholders in supporting their sourcing needs and provide necessary guidance regarding procurement processes. Partner with Site Head, R&D, Finance, Supply Chain, Materials Management, Marketing, QA, QC, Internal Compliance, and other departments to support their deliverables. Drive risk mitigation concept and initiatives to reduce company’s risk exposures in compliance, assurance of supply, and quality. Conduct research to ascertain the best products and suppliers in terms of best value, delivery schedules and quality. The role will be required to attend teleconference meetings in certain international time zone hours due to the global nature of Plant Services Procurement. Other duties as assigned by the manager. AI & Digital Drive adoption of AI-enabled procurement tools across the Source-to-Pay lifecycle, enhancing efficiency, accuracy, and decision quality Leverage data analytics and AI insights to support sourcing decisions, supplier evaluation, and cost optimization Identify, pilot, and scale AI use cases (e.g., autonomous sourcing, spend analytics, category strategy intelligence etc.) Collaborate with cross-functional teams to embed AI-driven solutions (e.g., Ariba, AI tools) into procurement workflows Build and promote a data-driven, technology-enabled procurement mindset Ensure responsible and compliant use of AI solutions aligned with company policies Other duties as assigned by the manager. Computer Skills: Good computer office skills Other Qualifications: Have a bachelor’s degree or above in engineering, supply chain, and science-related areas. 8+ years procurement-relevant working experience in R&D sites. GMP environment is a plus. Possess good contracting, negotiation, price analysis, and communication skills. Be independent and proactive, under pressure and have strong execution mindset. Chinese and English skills in writing and speaking. Comply with disciplinary and procurement professional ethics. Have a strong sense of responsibility, devotion, innovation and teamwork. Able to work independently and demonstrated cross-functional leadership in stakeholder management and driving procurement principles.
