GTS Dalian Site Lead - Associate Director

About the Role: BeOne is a global biopharmaceutical company focused on discovering and developing innovative medicines for cancer. We are seeking an experienced and strategic IT leader to establish and lead our Dalian Global Business Services (GBS) for Global Technology Solutions (GTS). In this role, you will shape the GTS site strategy, build a high-performing organization, and drive scalable, reliable, and cost-effective IT delivery in support of APAC and global business operations. This is a unique opportunity to build a critical delivery hub from the ground up, partner with senior stakeholders across regions and functions, and help define the future of IT shared services in a fast-growing, innovation-driven environment. Key Responsibilities: Site Leadership and GBS Build-Out Lead the establishment and ongoing development of the GTS Dalian Site, including its operating model, governance structure, workforce plan, and delivery framework with a mind of building the next-gen GBS empowered by AI and technology. Build and scale a high-performing IT organization that enables long-term growth, operational excellence, and business agility. Foster a strong site culture centered on accountability, collaboration, continuous improvement, and talent development. Take full accountability for operational excellence at the Dalian site. Collaborate with other GBS leaders to help build a world-class GBS organization. Represent GBS GTS externally, participate in industry events, and strengthen the employer brand in Dalian to attract and retain top talent. Service Delivery and Operational Excellence Oversee reliable and scalable IT delivery across all GTS functions and domains within the Dalian site. Partner with functional and domain leaders to define, monitor, and continuously improve service performance through clear service management practices, KPIs, and SLAs. Drive service stability, quality, responsiveness, and efficiency while ensuring alignment with business needs. Cross-Functional Leadership and Stakeholder Engagement Partner closely with APAC GTS leadership, global IT teams, and business stakeholders to align priorities, delivery expectations, and resource requirements. Strengthen collaboration across functions and domains, ensuring effective communication, decision-making, and issue resolution. Position the Dalian GBS as a strategic delivery hub and trusted partner within the broader global technology organization. Resource Planning and Execution Management Lead resource planning and capacity management to align talent and delivery capabilities with business demand and strategic priorities. Coordinate cross-functional teams to ensure disciplined execution of projects, service transitions, and operational initiatives. Establish robust governance, execution tracking, and performance review mechanisms to ensure delivery against commitments. Transformation and Digital Enablement Lead the transition and integration of services into the GBS, ensuring the smooth onboarding of teams, processes, and tools. Advance automation, standardization, and digital ways of working to improve productivity and service experience. Support the adoption of AI-enabled capabilities and continuous improvement initiatives across IT operations. Qualifications: Required Experience and Leadership Profile Demonstrated success in complex global matrix organizations, with a strong track record of leading transformation and communicating effectively across cultures. 15+ years of experience in IT operations, IT service delivery, digital transformation, or a related technology leadership role. Proven experience in building, scaling, or leading shared services, delivery centers, or large IT operations teams. Strong people leadership capabilities, with the ability to build high-performing teams, develop talent, and lead through change. Excellent stakeholder management and cross-functional collaboration skills, with experience working across regional and global teams. Strong organizational, execution, and governance capabilities, including resource planning, prioritization, and delivery oversight. Experience with greenfield build-outs is preferred. Experience with AI and automation is preferred. Excellent English communication skills are required; Japanese language skills are preferred. Experience in the life sciences industry is preferred. Technical and Functional Expertise Strong understanding of IT delivery and operations management. Broad exposure to enterprise applications, infrastructure, cloud environments, and service support operations. Experience driving process improvement, automation, and digital enablement initiatives is highly desirable. Experience in life sciences, pharmaceuticals, or biotechnology—is a plus.
