Job Summary
The Director, Regulatory Policy serves as Columbia Gas of Ohio's primary representative with regulatory and governmental stakeholders in Ohio. This role leads the development and execution of regulatory policy and strategy for gas and electric operations, advises executive leadership on regulatory matters, and drives engagement with regulatory agencies and key stakeholders to support the company's business objectives. The Director evaluates the evolving regulatory environment, identifies opportunities and risks, and influences outcomes that advance Columbia Gas of Ohio's strategic priorities.
Essential Functions
- Act as primary regulatory liaison between Columbia Gas of Ohio and the Ohio Public Utility Commission and other relevant State agencies on regulatory issues important to the Company
- Serve as a trusted advisor to executive leadership on regulatory and public policy matters
- Lead negotiations on some gas and electric regulatory initiatives
- Lead the development of an Ohio Gas regulatory strategic plan
- Collaborate with other functions to identify key issues where regulatory policies need to be developed; draft policies in conjunction with Regulatory Accounting, Rates and Legal
- Sponsor some policy testimony, as well as function as a major contributor to testimony in key cases
- Support Ohio marketing/sales and operations initiatives
- Review opinions and decisions issued by regulatory agencies, other utilities’ rate structures and findings of rate and load research groups
- Provide an ongoing assessment of the regulatory environment, including an evaluation of opportunities and exposures related to energy and general business issues in Ohio
- Coordinate and communicate global/federal regulatory issues with peers inside Columbia Gas of Ohio.
Required Qualifications For Position
- Bachelor's degree in Economics, Finance, Accounting, Political Science, Public Policy, Business Administration, Law, or a related field.
- Extensive regulatory, and/or governmental and/or financial experience
- Experience with regulated utility in management of external affairs
- Strong knowledge of the gas and electric utility industry
- Familiarity with Indiana government, political and business environments
- Strong interpersonal skills
- Demonstrated effectiveness in negotiating with regulatory stakeholders
- Strong relationships/contacts with Indiana public officials, key regulatory staff
- Ability to comprehend and assimilate complex regulatory information
- Ability to organize complex, diverse material into a cohesive, understandable message
- Knowledge of rate theory and application
- Knowledge of regulatory and legislative process
- Demonstrated witness experience
- Demonstrated proficiency with computer applications
Preferred Additional Qualifications for Position
- Master's degree (MBA, MPA, Public Policy, Economics, or related field) and/or Juris Doctor (JD)
- 10+ years of experience in utility regulation, government affairs, regulatory strategy, public policy, finance, or a related field, including progressive leadership responsibility

Salary Range*
$160,100.00 - $240,100.00
*The salary offered to a candidate is based on several factors including but not limited to the candidate’s skills, job-related knowledge, and relevant experience , as well as internal pay equity .
