This role is responsible for helping maintain accurate and up-to-date project cost plans throughout the client’s process, enabling informed decision-making and effective cost management. The Preconstruction Manager retains overall accountability for the project cost plan. WHAT YOU’LL DO Quantities & BOQs Build high-level Bills of Quantities (BOQs) for the entire project based on design documentation. Update quantities progressively as the design develops (50%, 80%, and 100% milestones). Keep take-offs accurate, complete, and align with the latest documentation. Ensure factory rates and all cost-of-sale items (e.g., delivery) are reflected in the cost plan. Work with the client’s cost plan templates, checklists, and standard rates. Cost Planning & Trade Pricing Assist the Preconstruction Manager (PCM) in building and maintaining the progressive cost plan throughout the design phase. Liaise with the Construction and Delivery teams to prepare clear Scopes of Work (SOWs) for each trade. Obtain a minimum of three (3) competitive quotes from all trades throughout the design phase. Use the same subcontractors throughout the project and obtain updated pricing as documentation progresses. Confirm complete trade and supplier coverage by the 100% documentation milestone, ensuring there are no gaps. Prepare trade comparison reports and ensure subcontractor exclusions are identified and addressed. Show additions and deductions with each update to keep the cost plan transparent and current. Ensure project-specific Scopes of Work (SOWs) are reviewed and approved by the Delivery team and signed off by contractors upon pricing submission. Value Engineering Progressively cost value engineering (VE) initiatives throughout the design phase. Price design options and alternatives to help the PCM maximize gross profit (GP). Reflect the client’s standardized, value-engineered solutions in pricing. Flag cost risks and savings opportunities to the PCM early in the design process. Process & Support Operate as an offshore support function to the PCM, who retains accountability for the project cost plan. Follow the client’s cost planning process from gate to gate. Maintain accurate records, document control, and cost/risk register inputs. Communicate clearly across time zones and deliver work within agreed timeframes. Capture lessons learned and contribute to the continuous improvement of templates, rates, and tools. REQUIREMENT Minimum of 5 years of relevant estimating experience. Experience in industrial construction is preferred. Experience with pre-construction drawings and spreadsheet software (e.g., Microsoft Excel) is required. Experience with Procore is an advantage but not required. Proactive, collaborative, and willing to support the team where needed.
