Mandatory Reference Checking Scheme (“MRC”) for Hong Kong

The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

Job Responsibilities

  • Responsible for the recruitment and retention activities of the assigned portfolio and to ensure timeliness and cost effectiveness in the process.
  • Support Team Head in implementation of manpower plan ensuring that the operational and succession needs of their responsible BU/SU are adequately met.
  • Provide professional advice to line managers on employee issues and counsel employees in relation to conditions of employment.
  • Establish and maintain rapport with line managers, recruiters, and other banking HR counterparts to maintain market awareness to enhance efficiency of staffing activities.
  • Coordinate with line management in monitoring the performance management process and identify key performers for succession planning.
  • Support the development of human resources policies & procedures and ensure HR plans are well understood and implemented.
  • Ensure the human resources practices are in compliance with statutory requirements.
  • Participate in HR projects as required.
  • Support Team Head to coach junior officer in the team.

Requirements

  • Degree holder in Business Administration, Human Resources Management or related disciplines is preferred.
  • Minimum 6 years’ experience in human resources / relationship management / people development functions, preferably in banking industry.
  • Knowledge and experience in implementing policies and programs of account services activities such as placement, deployment, employee relations and performance management.
  • Strong knowledge in Employment Ordinance and related regulations, and applicable related policies and laws.
  • Sound understanding of regulatory requirements relating to HR advisory and recruitment, including but not limited to HKMA’s CG-5 & CG-6.
  • Good communication and interpersonal skills.
  • Good command of both spoken and written English and Chinese (including Putonghua).
