[What you will be working on]
The STARS eLodgment System (ELS) is the platform through which Singapore's lawyers and conveyancers prepare, digitally sign, pay for, and lodge the instruments that register every property transaction in the country. It sits at the heart of the Singapore Titles Automated Registration System (STARS), the land title registration system that safeguards the record of who owns what across the country.
As part of the wider STARS and Land Title Registration (LTR) transformation, ELS is being modernised into a modern product, streamlining how instruments are prepared, validated, signed, paid for, and tracked, without disrupting the critical registration infrastructure it currently supports.
As a UI/UX Researcher & Designer, you will lead research and design, translating complex workflows into clear, trustworthy, and accessible experiences. You will work with autonomy and collaborate closely with product, engineering, design, and domain experts in data, policy, and law.
Drive Research and Stakeholder Alignment

- Plan and lead user research (interviews, contextual inquiry, usability testing, concept validation), and translate insights into clear interaction and service improvements.

- Frame problems through evidence, not assumptions, grounding design decisions in research and data.

- Facilitate workshops and co-creation sessions with stakeholders who often hold differing needs, building alignment on a shared future experience.
Design the User Experience

Apply UX best practices to simplify user journeys and ensure clarity, accessibility, and consistency, in line with Government Digital Service Standards.

Shape and design interaction patterns and information architecture for complex, rules-heavy workflows.

Untangle complex business rules and processes into intuitive flows and elegant interfaces.

Create wireframes, interaction flows, and high-fidelity prototypes, and iterate through rapid testing and feedback cycles.

Contribute to and evolve the design system for consistency and scalability across ELS and the wider STARS platform.

Balance innovation with the integrity and security that a critical registration system demands.

Experiment with AI tools to accelerate research synthesis, prototyping, and ways of working.

Mentor designers in research and interaction craft.
[What we are looking for]

Bachelor's degree in UX Design, Interaction Design, Design Research, Communication Design or a related field (or equivalent experience).

At least 4 years of experience in UX research and product design.

Proven experience designing and shipping digital products with complex, rules-driven workflows.

Solid grounding in both qualitative and quantitative user research and usability testing methods.

Strong interaction design and information architecture skills.

Demonstrated ability to improve usability and simplify complex systems.

Comfort with ambiguity, incomplete information, and cross-functional constraints in enterprise or regulated environments.

Proficiency in tools such as Figma, FigJam, and other prototyping tools.

Proficient with AI tools to accelerate research synthesis, prototyping, and ways of working.

Strong attention to detail and high standards for craft and visual quality.

Clear communication and storytelling skills, with the ability to articulate research findings, design decisions, and risks to diverse stakeholders.

Interest in contributing to the public good through digital services; knowledge of the Singapore public sector, or of property law, land title registration, or conveyancing, is a plus but not required.
