LCF Regulatory Ops STR

The LCF Regulatory Operator – STR is responsible for executing and safeguarding regulatory compliance related to biofuels and other low‑carbon products across Shell Trading & Supply activities.

This role combines operational excellence, regulatory understanding, and data accuracy, while working closely with Traders, Deal Implementers, Commercial Operators, Optimizers, and external counterparties. The position is critical to maintaining Shell’s compliance posture and maximizing end‑to‑end value in a highly regulated and fast‑evolving environment.

The successful candidate will

• After the onboarding period, lead the implementation of projects and new tasks into daily operations based on information gathered from project teams and various stakeholders. To succeed, the candidate must quickly recognize and apply new insights while analysing the rapidly evolving LCF EU supply chain and changing regulatory requirements.
• Support Bio Channel Optimizers and Regulatory teams in understanding the regulatory framework in different countries and provide close monitoring of Shell’s compliance position.
• Collaborate with traders to ensure that all contractual commitments related to bio‑components—covering both physical fuels (including Sustainability Declarations (SDs), Proofs of Sustainability (PoSs), and Proofs of Compliance (PoCs)) and bio ticket / quota deals for suppliers and customers are accurately reflected in bio‑position tracking and reconciled with internal and external counterparts.
• Coordinate with Commercial Operators to ensure that biofuel liftings from suppliers (including internal and external counterparties) are accurately documented in regulatory reports submitted to government agencies and departments.

Tasks performed by the successful candidate, include

• Execute sustainability documentation and regulatory obligations accurately, timely, and in line with certification and country‑specific requirements.
• Monitor, chase, validate, and allocate sustainability documents (e.g. Certificates of Conformity, Sustainability Declaration, Proof of Sustainability, Proofs of Compliance, bio tickets / quota) across physical and ticket‑based LCF trades.
• Translate regulatory requirements into operational actions and ensure Shell’s compliance position is continuously monitored and protected.
• Act as a key interface between STR Traders, Deal Implementation, Commercial Operations, Optimizers, Finance/Tax, and external counterparties.
• Optimize allocation of sustainability documents and regulatory instruments to maximize value while remaining compliant with customs, tax, and biofuel regulations.
• Maintain accurate sustainability and bio‑content balances in relevant systems and tools.
• Prepare data, reporting, and audit evidence for internal and external stakeholders and authorities.
• Identify and support process improvements, new regulatory implementations, and operational enhancements within STR.
• Contribute to continuous learning and adaptability in response to evolving LCF regulatory frameworks.
• Prepare for and actively participate in internal and external audits.
• Always uphold T&S HSSE and compliance standards.
• Embrace continuous learning and adaptability to new skills and responsibilities in a fast-changing business environment.

What we need from you

We’re looking for someone who can quickly understand the full end-to-end value chain of hydrocarbons and the regulatory requirements that drive biofuels compliance. Success in this role means being a strong communicator who can influence outcomes and build effective partnerships across the business. You’ll work closely with internal stakeholders—including traders, optimizers, regulatory, dealmakers, and operations/finance support teams—to ensure seamless collaboration and deliver results that matter.

Along with this, we are looking for candidates that

• Can quickly analyse data and trends to generate actionable insights for tactical and strategic decision-making.
• Has the ability to support cross-functional projects by applying critical reasoning and structured problem-solving with minimal support (self-starter).
• Can communicate findings clearly and effectively to stakeholders until a JG4.
• Collaborates with diverse teams, demonstrating empathy and adaptability in the fast-paced LCF EU setting.
• Continuously learn and apply new concepts to improve processes and outcomes
• Demonstrates resilience under substantial workload and thrives independently
• Has an appetite for developing IT skills or already present IT skills to be able to maintain/troubleshoot models (primarily Excel-based).
• Languages: proficiency in spoken and written German and English required.

It would be a plus if the candidate

• Also has knowledge level in Low Carbon Fuels regulatory space
• Also has experience and knowledge in managing operations, dispatch activities, and tax compliance
