• Salary midpoint $186,364, dependent on your professional skills and experience

Ko tōu ake mahi - What you’ll do

This is an opportunity to provide technical leadership at the centre of the Ministry's oversight of health system performance and public funding. As Lead Adviser, Financial Monitoring, you will lead financial monitoring and assurance across Health NZ, providing expert advice on financial performance, sustainability and fiscal risk.

Working closely with senior leaders and monitoring colleagues, you'll help identify and escalate emerging risks, provide clear and credible advice to support decision-making, and ensure financial insights are integrated with wider system performance considerations. You'll also play a key role in strengthening monitoring practice across the team through quality assurance, coaching and technical leadership.

You will

• Lead financial monitoring and assurance across Health NZ, providing insight on performance, sustainability and fiscal risk.
• Provide trusted advice to senior leaders on financial performance issues, emerging pressures and system impacts.
• Lead and contribute to deep-dive reviews, assurance activity and targeted analysis where risk or complexity requires additional scrutiny.
• Identify, assess and communicate emerging financial risks and recommend proportionate monitoring, assurance or intervention responses.
• Produce clear, decision-ready advice that supports effective stewardship and informed decision-making.
• Build strong relationships across the health system, central agencies and monitoring partners to support integrated, risk-based monitoring.
• Provide technical leadership, coaching and quality assurance to lift monitoring capability and practice across the team.
• Work with other teams in the Group to ensure financial advice is integrated with that of the other teams to provide Senior decision makers with a robust and credible Ministry wide position.

Ko ngā pūkenga ōu - What you’ll bring

• Extensive experience in financial monitoring, assurance and risk assessment within a large, complex organisation.
• Strong expertise in interpreting public sector financial information, including financial performance, position, cash flows and fiscal risk.
• Highly developed judgement, with the ability to identify emerging risks, distinguish key performance signals and recommend proportionate responses.
• Strong system-level thinking, understanding how financial performance and sustainability impact service delivery and organisational outcomes.
• Proven ability to influence senior leaders and stakeholders, providing credible, trusted advice in complex and politically sensitive environments.
• Excellent analytical, communication and relationship management skills, with the ability to translate complex financial issues into clear, decision-ready advice.
• Demonstrated technical leadership experience, including coaching, mentoring and lifting capability across teams.
• Relevant tertiary qualification and/or equivalent experience in finance, health or a complex public-sector environment.
• Collaborative skills and willingness to work with other teams/ groups, Health New Zealand and external agencies (ie Treasury) to ensure the Ministry is offering the best possible advice to senior decision makers;
